New contract language coming for Morgantown city manager amid residency questions

MORGANTOWN, W.Va. – Following questions about the residency of Morgantown City Manager Kim Haws councilors will add employment contract language specifying requirements, according to statement released late Friday.

The city charter maintains the city manager must reside within city limits while serving, but recently it was discovered Haws has an active voter registration and driver’s license in Harrison County. Haws said he has changed the documents and maintains an apartment in Morgantown as his primary residence.

In a statement obtained by the Dominion Post, Morgantown Mayor Jenny Selin said,“ We believe the City Manager should fulfill the residency requirement by making Morgantown his primary residence and spending most of his time here, and that should be reflected on his voter’s registration, driver’s license, and any property taxes owed, as well as his involvement with the community. We are confident that City Council agrees with these guidelines, too, and we plan to add these specific guidelines to the City’s contract with the City Manager to make the expectations clear for ourselves and the public.”
